Mission and Goals:
Virginia CARES (Community Action Re-Entry System) is a community-based effort to assist ex-offenders in making a successful transition from being incarcerated to becoming a productive citizen. A main goal of Virginia CARES is a reduction in recidivism for those returning to society from incarceration. People Incorporated in Abingdon contracts with Virginia CARES and employs a Case Manager and an Employment Specialist to provide per-release and post release re-entry services.
Services Provided:
Post release services of Virginia CARES includes providing offenders with a list of resources in their area, conducting Job Readiness groups or workshops, resume preparation, assistance with restoration of rights, providing job leads and referrals to various businesses, employment services, and other community agencies for food, clothing, housing, substance abuse counseling or other services. Virginia CARES staff develops relationships with area employers to enhance participant’s prospects for gainful employment. A limited amounted of money (up to $200 per year per client) can be spent on things such as a photo ID, birth certificate, DMV reinstatement fee, rental assistance, utility deposits, bus tokens, or work clothes or tools required for a new job. However there are insufficient funds to provide all offenders with significant financial assistance so funds are sought from other sources. Pre-release services include providing inmates with information regarding Virginia CARES at institutional Resource/Re-Entry Fairs and conducting Job Readiness Groups at area jails.

Virginia CARES through People Incorporated has a service area that includes the counties of Washington, Smyth, Russell, Tazewell, Wise, Buchanan, Dickenson and city of Bristol.
Criteria for Individuals to Receive Services:
For participants to enter Virginia CARES they must have a felony conviction in Virginia or in the Federal Court system, served time as a result of that conviction, and be released from a jail or prison from a Virginia or Federal institution.
